The tower in the game reserve near Slatiňany was founded in the mid 19th century by the estate owner Prince Vincenc Carl of Auersperg. It was used as a fire tower. A wooden sheltered gallery rested on top of a massive stone foundation wall, which made the total height of the observation tower approximately 10 meters tall. The tower was built at the site "Na Chlumu" (370 m), which is not far away from the Hůrka peak (403 m).

After World War II., the northern part of the game reserve was closed so nobody took care of the tower and it turned into the stone torso. A local scout group attempted to reconstruct the observation tower in the 90's, but their effort was met with the unclear ownership of the estate. Similar problems were encountered by the Altus Civic association from Chrudim in 1999. Under the regional print appeal, they started gathering historical sources, official permits, finances from sponsors etc. A study for the reconstruction of the tower was also commissioned from Jan Picpauer of Chrudim-based company Vertikál. Later, representatives of the Microregion of Chrudim joined the iniciative. In 2007, their committee decided upon naming the reconstructed tower "Nevyhlídka" ("Not-a-lookout-tower") and for tourism promotion purposes they even wanted to use the motto: "The tower from which you can see nothing, is the must-see". The plan was to repair and open the tower in autumn of 2008, but this plan failed.

The breaking point came after the state-owned enterprise "Forests of Czech Republic" became the owner of the ruin. In autumn of 2013, they carried on with the reconstruction (that costed around 600 thousand CZK) which included the repairs of the stone walls and the construction of the new gallery. In December 2013, the newly reconstructed observation tower is opened. But the views are partially covered by the large oak trees surrounding it.
